Missing consent, incomplete customer data, ambiguous replies, and unsupported actions stay visible for staff review. The product does not silently send a message or book work through an unavailable fallback.
5. Prove the route decision
When a route order is proposed, a Decision Receipt records the baseline, proposed metrics, provider, constraints, skipped items, freshness, calculation version, and final apply or dismiss state.
